91 To understand the importance of ethical leadership, we’re needs to understand the unethical behavior that normally occurs in the organizations. There are many examples of unethical behavior committed by senior officers who have a negative impact to the reputation of the organizations such as involved in corruption and financial abuse; breach of trust; misuse of power and resources for personal interest, self-centered and inconsistent or unpredictable. Organization need to pay attention to important issues such as quality, competitiveness, cost effectiveness if they want to succeed in this challenging environment. Change in organizations can be realized when it is beginning from the top management and if there is a culture that allows it occurs. Thus, the ethical framework can be used as the guidance of the organizations which leaders must have the elements to ensure the organization remains competitive. Through the discussion above, the conclusion that the value or action resulting from the leaders of a good ethical framework are as follows:(1) commitment to be excellence – leaders must ensure these values are shared to lower level by means of its own leaders should demonstrate a commitment to be excellence in all the work done by them; (2) leaders as a role models – leaders setting a higher standard of integrity for him will be a role models for all employees in the organization; (3) open to criticism, failure and suggestion – the effective leaders who can accept these three behaviours; (4) appreciate the good work/quality that have been implemented – this is important because it not only provides good news for a motivated workers, but it will inspire them to working hard to achieve organization goals; (5) to develop an excellent organization required much effort . If built with a sincere effort the possibility to a successful organization will remain strong; (6) defend the truth ; (7) transparency in decision making and actions ; (8) promote effective interpersonal relationships ;(9) provide opportunities to all staff to improve their knowledge or skills ; (10) to encourage the participation of staff in addition to carrying out the democratic process within the organization . The declaration of Independence on the 31st of August 1957 itself has initiated a new supreme and independent order and leadership in the Federation of Malay Peninsular. Officially, the Public Services Commission was formed according to Article 144(1) of the Federal Constitution. The main objective of PSD’s establishment is managing civil servants in all government sectors and develop human resources management policies through the formulation and implementation of procedures and effective strategic services.
