94 regulation, circulars and administrative orders stating the values and ethics to be followed by a public servant: (I) Prevention Of Corruption Act 1961 (Revised 1971) ; (II) The official Secret Act 1972; (III) Financial Procedure Act 1957; and (IV) Education Act and Education Regulations. The instruction, circulars and so on has outlined a number of values that must be adopted by public servant throughout their careers. It can be inferred to some objective as follows: Strive to improve the quality of service; Working with responsible; Strive to eliminate selfish attitude; Served with goodwill/friendship; Working towards developing pe ople’s thinking and development ; Co-combat weakness/enemy; Strong faith in religion. Finally, each public servant must have the characteristic of cooperation as follows: Entrusted the task to be performed collectively; Realize that the ideas obtained in a group are more accurate to achieve success of the organization; Always get the views of colleagues on complex matters to resolve. ,//8675$7,9( &$6( (QIRUFHPHQW $JHQF\ ,QWHJULW\ &RPPLVVLRQ ,QWHJULW\ DQG (QIRUFHPHQW 6\VWHP LQ 3XEOLFV 6HUYLFH Malaysia has established the Enforcement Agency Integrity Commission to inculcate and enhance integrity among enforcement officers and law enforcement agencies in public services. The main function of this Commission is to receive complaints of misconduct from the public against enforcement officers or law enforcement agencies in general and investigate and hold a hearing on the complaints received. This way the enforcement activities are constantly monitored and in the event of misconduct, appropriate actions will be recommended. In addition, the government has outlined eight (8) principles or criteria needed for the civil servants to embrace change and move forward. These principles will further enhance the performance of civil servants and their contribution towards national development: ● .QRZOHGJHDEOH - civil servant need to ensure they are constantly knowledgeable, creative, innovative and able to be a model figure to the community; ● 5HOLDELOLW\ - includes sincerity, trust, integrity and trustworthiness as well as having universal values that can be trusted by the community; ● %HVW :RUN 3UDFWLFH FXOWXUH - best working practice reflected the ability of civil servants; ● 3DWULRWLF VSLULW - civil servant should nurture patriotism and love for the country; ● 6XFFHVV FXOWXUH WKDW LV RXWFRPH EDVHG - this is important to raise quality of work based on the key performance index (KPI); ● &XOWXUHV RI &UHDWLYLW\ DQG ,QQRYDWLRQ - civil servant should implement their tasks more creative and innovative to meet the challenges in a fast-changing world; ● +LJK DGGHG YDOXH DQG FRPSHWHQFH - civil servant who are competence have high added value; ● (PSOR\HH HQJDJHPHQW - civil servant should leave the silo working practices. All parties must emphasize work culture as a strong team.
